How to install windows on new hard drive

I do see in your documentation that you can create a USB drive to install the Windows Server 2016 operating system however it does not mention if we can create a Windows Server 2016 to go USB drive.

We are looking to use WinToUSB to create a Windows Server 2016 to go USB drives for one of our classes.
